tracd from Windows installer only listens for ipv4 even though localhost might be resolved to an ipv6 address

I had one customer that wasn't able to get to his trac, as the shortcut links to http://localhost:8000/ - but trac was only listening on 127.0.0.1:8000 while localhost was mapped to ::1 (only).
That was on Windows Vista.
I'm not sure what the best way to fix it. It could be that we just change the shortcut to map to 127.0.0.1:8000 - or maybe the real fix would be to get trac to also listen to ipv6 traffic.
