The order of Business Rules is not defined?

As Dennis reported in a group mail:

I have a task which is assigned to some sprint, the owner is also set 
for the task. The owner is a member of the one-man team, assigned to the 
If I change both the owner to someone who is not assigned to a team and 
sprint to a blank value (no sprint) at the same time, I get a warning, 
that the new owner "is not a valid value for owner field".
If I first change the sprint to a blank value, and then the owner to 
some other person, the operation succeeds.
1. The error message is incorrect, it does not state _why_ the new owner 
is not a valid value.
2. I should be able to change the owner and the sprint at the same time.

We might consider implementing some dependencies between the rules, to make sure that they are called in a specific order. Now we made the assumption that all of them could be independent, and I suspect it is creating a lot of other issues. So investigate :-)
